In a small saucepan, combine the sugar, rice vinegar, 1/4 cup water, ketchup, soy sauce, and garlic powder. Stir to blend.
Cook over medium heat, stirring occasionally, until the mixture comes to a boil and the sugar is dissolved.
In a small bowl, mix the cornstarch with 1/4 cup cold water until smooth.
Gradually stir the cornstarch mixture into the saucepan. Continue cooking, stirring constantly, until the sauce thickens, about 1-2 minutes.
Remove from heat and let cool. The sauce will thicken further as it cools.
