Preheat your oven to 350°F (175°C).
In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.
Add the chopped onion, diced bell pepper, and minced garlic to the skillet with the ground beef. Cook for 3-4 minutes until the vegetables are softened.
Stir in the tomato sauce, tomato paste, Worcestershire sauce, brown sugar, mustard, salt, and pepper. Simmer the mixture for 5-7 minutes until the flavors are well combined and the sauce has thickened slightly. Remove from heat and set aside.
While the Sloppy Joe filling is simmering, prepare the garlic bread. Cut the French bread loaf in half lengthwise and place both halves on a baking sheet.
In a small bowl, mix together the softened butter, minced garlic, grated Parmesan cheese, and chopped parsley until well combined.
Spread the garlic butter mixture evenly over both halves of the French bread.
Spoon the prepared Sloppy Joe filling over one half of the French bread, spreading it out evenly.
Place the other half of the French bread on top of the Sloppy Joe filling to create a sandwich.
Wrap the assembled garlic bread sandwich in aluminum foil and bake in the preheated oven for 15-20 minutes until heated through and the cheese is melted.
