In a bowl, whisk together the soy sauce, oyster sauce, brown sugar, minced garlic, and minced ginger. Add the sliced flank steak to the marinade, making sure the meat is well coated. Allow it to marinate for at least 15-30 minutes, or refrigerate for up to 2 hours.
Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Once hot, add the marinated beef slices and stir-fry for 2-3 minutes until browned. Remove the beef from the skillet and set it aside.
In the same skillet, add the remaining tablespoon of vegetable oil. Add the broccoli florets and stir-fry for 2-3 minutes until they start to become tender.
In a small bowl, mix the beef broth (or water) with cornstarch until smooth. Pour the mixture into the skillet with the broccoli and stir well.
Return the cooked beef to the skillet with the broccoli and sauce. Stir everything together and cook for an additional 2-3 minutes until the sauce has thickened and the beef is heated through.
